Project Profile

The informatization and digitalization of the world economy is an inevitable trend. The Chinese government highly values the development of digital economy and takes it as a strategic priority to accelerate the building of a “Digital China”. The Digital China “Pilot project” is designed to build the most influential brand promotion plan for the Digital China, mainly through activities——both online and offline, and in a way of integration between medias——both traditional and new. The project will offer all walks of life the authoritative development information of Digital China with high quality, establish a platform for communication between the government, enterprises, and the public, as well as explore and promote the excellent practice case of digital transformation and innovation. It could help the general public to better grasp the opportunities in China's digital transformation, facilitate digital transformation for industries, and build momentum for sustainable development of the economy and society powered by digital technology.

Digital China “Pilot project”

Digital China “Pilot Project” is a professional and systematic brand promotion plan for Digital China created by China Academy of Information and Communications Technology (CAICT). Mainly through activities-both online and offline, and in a way of integration between medias-both traditional and new, the project aims to offer all walks of life the authoritative development information of Digital China with high quality, establish a platform for communication between the government, enterprises, and the public, as well as explore and promote the excellent practice case of digital transformation and innovation. The main forms of publicity include: meeting organization and planning, policy interpretation, publicity and implementation, “Journey to 100 Enterprises”, case selection and promotion, compilation and publication of works and media platform operation.

Meeting Organization and Planning

To improve the brand awareness of the digital “Pilot Project”, we have organized and planned a series of forums and seminars to vigorously publicize the development achievements and experience of Digital China, share the latest trends in Internet+, information consumption and digital economy, and discuss the issues related to the development of Digital China, including consecutive organization of five China Internet Enterprise Development Forums, two Digital China Summit Big Data Sub-Forums, three China “Internet+” Summits, two China Digital Economy Development Forums and so on, with accumulative number of participants up to more than ten thousand, brand effect continuously improved and propaganda effect constantly enhanced.

Policy Interpretation and Publicity

“Pilot Project” organized a series of offline promotion activities to publicize and interpret relevant policies and regulations on Digital China and help local governments, enterprises and research institutions better grasp the national policy orientation, including: “National Information Consumption City Tour” carried out jointly by competent departments of local governments, construction of “Information Consumption Experience Center” and so on. The activities have covered nearly ten cities such as Beijing, Chengdu, Shanghai and Dalian. A series of lectures have been held to interpret the major policy documents drafted by CAICT, such as interpretation of Guiding Opinions on “Internet Plus” Action in “Taier Lecture Hall” and on-the-spot lectures held at PT Expo China to publicize information consumption, digital economy and mass entrepreneurship and innovation ecology, etc., as well as lectures on policy interpretation, technical training and other intellectual poverty alleviation in Lingqiu County, Shanxi Province, a national poverty-stricken county.

Journey to 100 Enterprises

In order to motivate more groups to participate in Digital China “Pilot Project” activities, CAICT, in collaboration with various units in industry-university-research, established Digital China Industry Alliance and carried out the activity of “Journey to 100 Enterprises” through the Alliance. “Journey to 100 Enterprises” is a series research activity of Digital China “Pilot Project” in which one enterprise will be visited each time. Through field visit and research forum, in-depth understanding of the enterprise, in-depth practice and in-depth research can be realized to promote the positive interaction of industry-university-research cooperation and provide a platform for exchange and cooperation for the industrial development of Digital China. At present, “Journey to 100 Enterprises” has been carried out for five times in which Chinasoft International, Antiy, Baidu, Zhejiang Lab, Alibaba and other excellent ICT enterprises have been investigated, with more than 100 people participating in the activity, achieving good response.

Case Selection and Promotion

We have organized and carried out many excellent case selection and promotion activities, focusing on the fields of Internet poverty alleviation, promoting the equalization of public services, and helping small and medium-sized enterprises achieve sustainable development. We have promoted the publicity, promotion and replication of typical cases through online display, on-site publishing, case sets publishing and other ways to facilitate poverty alleviation, benefit the people with information and promote the digital transformation for industries in China, with a wide range of economic and social impacts. “Pilot Project” has successfully organized the collection and selection activities of excellent cases, such as 100 Best Practice Cases for China “Internet Plus” Action and Innovation Cases of Information Consumption Enterprises in China. Next, we will carry out the collection activity of “Hundred Scenes of Digital China” and give full play to the influence of the platform to continue to promote the China's digital transformation.

Compilation and Publication of Works

The policy interpretation series, excellent case sets and white papers on industrial development have been prepared and published to improve the brand effect of Digital China “Pilot Project” and enhance the publicity and promotion. “Pilot Project” has participated in the preparation of Interpretation of Guiding Opinions on “Internet Plus”, 100 Best Practice Cases for China “Internet Plus” Action, Excellent Case Sets of Information Consumption, Development Report on China “Internet Plus” Action, Report on the Development of China's Sharing Economy, Report on the Development of Mass Entrepreneurship and Innovation in China over the years, Report on the Development Trend of China's Internet Industry,Report on the Development Trend and Prospect of China's Information Consumption and such nearly 30 publications.

Media Platform Operation

“Pilot Project” has its own portal website (Digital China Industry Alliance: www.dcia.com.cn). In order to adapt to the trend of the new media age and increase communication channels with young people, the project also operates a new media platform (WeChat official account: Digital China Industry Alliance) to enhance the spread of Digital China “Pilot Project” among youth groups. The portal website and WeChat official account regularly update and release digital development contents such as industrial monitoring, new format observation, current events news and activities reports. Since the launching of WeChat official account of Digital China Industry Alliance at the beginning of the year, it has released more than 110 tweets, plus the information released on the WeChat official account of CAICT, with more than 400 tweets issued in total.

Social Impacts

Since the implementation of Digital China “Pilot Project”, nearly 50 major policy documents have been interpreted and publicized, basically covering the national top-level design in the field of Digital China. More than 30 publications, such as excellent case sets and white papers, have been issued. More than 100 offline activities, such as development forums, special training and “Journey to 100 Enterprises”, have been organized. More than 200 excellent cases have been selected and more than 400 information pushes have been released through the media platform, systematically summarizing, publicizing and promoting the achievements and experience of digital development in China. More than 300 enterprises and institutions, social organizations, colleges and universities and scientific research institutes have participated in various activities of “Pilot Project”, which has formed a wide influence in the field of ICT in China and has become an important media platform for publicizing and promoting the development of Digital China.
